The Local Government Units Public Financial Management (LGU PFM) Reform Roadmap and Implementation Strategy was formally launched on February 24, 2015 at the Century Park Hotel, Manila.
The LGU PFM Reform Roadmap and Implementation Strategy serve as strategic guides for LGUs in identifying, designing and implementing measures that will improve their public financial management, particularly revenue generation and expenditure management. By strengthening their PFM system, LGUs will be able to improve service delivery to their constituents by ensuring that there are sufficient resources to fund development programs and projects, and these resources are utilized in the most efficient and effective manner.
The Roadmap and Implementation Strategy were developed by the LGUs themselves, with assistance from the Oversight Agencies – Department of Budget and Management (DBM), Department of the Interior and Local Government (DILG), Department of Finance (DOF), and National Economic and Development Authority (NEDA), under the auspices of the European Union (EU) funded project, ““Support to the Local Government Units for More Effective and Accountable Public Financial Management.”
DBM Secretary Florencio B. Abad set the tone for the activity and provided stakeholders an an overview of the directions of PFM reforms. His Excellency, Ambassador Guy Ledoux gave a message in behalf of the European Union (EU), which is supporting the development and roll-out of the Roadmap and Implementation Strategy under the project,
The President of the League of Provinces of the Philippines (LPP) and Union of Local Authorities in the Philippines (ULAP) – Governor Alfonso V. Umali – gave a message of affirmation for the LGU PFM Reform Roadmap and Implementation Strategy, which were crafted by the LGUs for the LGUs.
The Heads of the DILG, DOF and NEDA gave messages of support to the LGUs in their design and implementation of PFM reforms.
